Residual water around the newly replaced pop up waste

Hi I have had a basin pop up waste replaced recently, however I noticed there is water always sitting around the waste and now draining completely. The waste appears to having too much silicone
Underneath and creates a gap between the waste and bottom of the basin where the water sits. The plumber told me that is to do with the deign of the waste where the metal is quite thick and I am not convinced that, please can I have any suggestions. Thanks
