Plumbing issue?

I have mains cold water from the kitchen sink but no hot water. I also have no hot or cold water from any other tap in the house. Also once the toilets are flushed they not refilling. I have a combi boiler and a water softener, the water softener has been bypassed and the boiler is showings as no errors.
