Damp Brickwork

I have noticed external damp brickwork below the DPC and in particular around a gutter downpipe. We have a patio which is 150mm below the DPC also with a shingle drainage channel. The brick work around the down pipe is very damp and the mortar is crumbling. There is no internal signs of damp yet but I want to pre-empt any major issues if possible. The house is only 4 years old. Can you recommend the correct trade to review this potential issue?
