Concrete floor is slightly damp and smells

I have just moved into a house (built ca. 1986) which has a concrete floor on the ground floor. Having ordered new carpets, I ripped up the old carpet and underlay last night to discover that the concrete floor is slightly damp and there is a distinctive smell. Who should I contact to decide what to do next?

This is most probably condensation, allow the floor to dry over a week or so, of there is a plumbing leak it will dry out apart from where the leak is . Observe before acting on a remedy , it may not need any repairs.
