Render is a grey sand and cement mix , it's basically waterproof but plaster is a yellow/pink coating . Plaster is hygroscopic which means it will absorb moisture from the atmosphere and become damp if it is more than 2mm thick . It will look like rising damp . Check the thickness of the plaster first .
