How do I know a new DPC is really necessary?

I have a 2 bedroomed flat which is showing damp above the skirtings on some of the ground floor walls. My builder says it's rising damp and needs a chemical DPC> How do I know there is no leak causing this? Really need a proper diagnosis before taking off all the plaster. Could Chris Plastow please help me?

Hi Rachel, The actual percentage of damp at skirting level being 'rising dampness' is quite low but it does happen . Water penetration , which could be from high ground levels or obstacles against the wall is the most common cause . Rain water penetration is next , defective plumbing comes in third , plaster thickness is fourth and rising damp is the last one to consider . You might need a to have this inspected by an I dependant party , try to find a CSRT surveyor . Are you within the M25? Can you send me pictures of the inside and outside ?
