Diagnosing a smell

About five months ago our cupboard under the stairs, where our gas and electricity meters are housed, has acquired a smell. The Gas Board say it is not gas, the Water Company, who have investigated the sewer alongside the house, have not found the cause, we have had the floorboards up and nothing has died under them. We have repainted the area, and have had a Neutrodol air freshener in the cupboard for 5 months, but the smell persists. It has been suggested it could be stale gas leaking from a pipe which has not been properly capped off, since the Gas Board did some renewal work about two years ago. Is this likely?

It will not be residual gas . It may be since other gas works were carried out two years ago but without knowing what was done , if a new protective sleave was laid to your property , smell can be traveling down the sleave , this can blocked with foam. What I suspect has happened is , the normal flow of air under your house has been blocked in some way , now the air escapes through your cupboard not the external air vents , check for problems here. One can airtight seal the floor of the cupboard if one likes .
