Bubbling paint and wet walls

I have a patch of paintwork above skirting bubbling. The paint on the walls has also run do to wetness. This does not happen all the time and is not coincidental with weather. Wall had DPC in 2002 for re-occurrence of rising damp. Outside wall is rendered, property is a mid terrace built 1920. Don`t know how to diagnose is it rising damp, water ingress or condensation?! There is no smell of damp, there is black mold appearing in the corner. Any help/advise appreciated. Thanks

your description is good enough for me to say this is condensation. Paint can only run on a wall from condensation, that's the clue. ventilate, ventilate, ventilate. black spot mould can only grow at humidity above 65% , it should be 55% or lower. The smell of damp is actually mould above 13 parts per million, you cant smell water.
