Draught problem

I live in 2 bedroom apartment with double glazed windows (in bedroom) that seems to have draught despite having rubber-like padding around the frame. Quite often I can feel the room is as cold as outside temperature when the rest of the apartment (living room, hall way etc) seems to be warmer than the bedrooms. Need advice / review of draught proofing solution please.
I would still need the flexibility of opening the windows when I need to rather than sealing it completely
