DAMP PROOF Course too high?

We have a house where just recently a complete damp proof course - including full re-plastering has been done (by a well known company). We and other builders believe that the drilling has been done too high, ie above skirting board levels. Currently Floorboards are all up, and no skirting boards attached. We are wondering whether we should inject a new damp course at or below skirting level and plaster this (lower) part afterwards (currently not plastered as it was the damp course work was not done to this low level.
