Put new gulley over exisiting hidden gulley- roof of 1930s house

We have a leaking hidden gulley which is between the two roofs of the house. The two roofs do not currently meet. We want the two roofs to be joined together- gap is small and then a new gulley/gutter putting in over the join; and then the ends of the hidden gulley blocked in. Who do I need please- is it a joiner first and then a roofer, or a more general builder?
