Yes, in my opinion this is a problem. Adhesive and grout are very different. Adhesive dries hard whilst grout, which isn't a binding agent, fills the spaces between the tiles and allows flexibility for the tiles which will move. Get him to rake it out and grout it properly.
He will need to put his hand in his pocket and fork out for some diamond blades but the sooner it is out the better. If you ask another tiler to do it they will charge you a fortune. Is tricky as you can break the tiles as it is taken out, but he shouldn't have done this in the first place, so any breakages should be down to him to replace. Is he a proper tiler? Steve
