Bathroom tiles grout will not adhere at all even after 24 hours

We have 3 bathroom wall tiles near the far shower wall and the grout will not adhere at all even after 24 hours drying! Please help!

Not sure if your grouting existing tiles if you are have you raked the old grout out before applying the new grout
