The water stream coming from my shower is not in good volume.

My shower is not giving out in good volume flow even after I changed the shower head and the cable. The old shower head looks obviously was blocked by limescale. But the water stream didn't improve much as expected, after shower head with cable replacement. The shower room is on the ground floor. Is this to do with the shower, or the water pressure?
