Creating useful storage with boxing in between bath and wall

We have had a new bathroom suite installed and now need to box in the small space between the end of the bath and the wall (42cm x 67cm). However we would like to utilise this space as storage is limited so need the "box" top to be a hinged lid, the top surface to be tiled over. The base of the "box" would double as a plinth covering the drainage hose from the bath and some copper piping. Who should I get to do this job, a plumber as its bathroom related work or a carpenter or joiner?
