Caulk removal between a fiberglass (?) tub insert and painted wall

Do I need to remove ALL old caulking if it extends an inch or so up the painted wall? If I do, I will definitely need to repaint the entire bathroom, since the caulk seems to have been smoothed upward and has paint on top of it now. Will it be useless to try to cut off the regular bead-size caulk with a razor or something and reapply caulk in a fairly normal-size bead? It will connect the old extended caulk layer/"smear"/paint line on the wall with the edge of the fiberglass or vinyl tub. Thanks!
