Unless he has stated he charges a call out fee there would be no reason to give oner any money. However if he has came out and attended to your problem but been unable to fix this it would be considerate to offer some form of payment for his efforts as a goodwill

If possible contact the trade person and ask them to make it clear exactly what there charges are and if they will charge you even if they can’t repair the item
