Should a walk in shower tray be laid before tiling the floor?

Should the floor tiles be laid so they finish under the tray for a clean finish and sealed or laid after the tray is installed?

If the shower tray is down at floor level then I would fit the tray and tile up to it If the tray is up on a leg set then I would tile so that they go just under the tray then fit the shower tray panel down to the tiles
