Tanking a downstairs wet room with a concrete floor.

Is it necessary to tank a downstairs concrete floor that is going to have a latex seal on the floor and then have a non slip safety vinyl covering that is coved to 100mm at the sides and the walls covered with a pvc 9mm splash panelling.
