Electrical installation certificate for bath lights

My tradesman has subcontracted the electrical work in my bathroom to a registered p qualified electrician. I have been passed an invoice which is three times the original estimate provided by the tradesman. I want to be fair but is separate charge of 80 pounds for an installation certificate normal? Should he have also changed the outside lighting switch as well as provided isolation switches for both the extractor fan as well as the shaver point when there were already isolation switches in situation,which were going to be made redundant after the removal of a electric water tank and power shower. Many thanks for helping get a fair price. I realise I should have got a quote rather than an estimate!

You have sort of summed up the problem yourself in that you have accepted an estimate on cost I’m afraid without a fixed price quote I think you may have put yourself in a bit of a dodgy position when it come to challenging this invoice could well be a lesson learnt always get a quote in writing before allowing any trades people to carry out work
