Hi Isa Best to get the old paper off so you've got a flat surface to work on, a steamer is best for this. When the the wall is prepared, before hanging the new paper, to ensure it sticks well, size the wall, leave to dry, and then hang the paper. If you line and then hang paper over, the lining paper must also be sized. Kind regards Paul
Hi Isa. It's not really a good idea to paper over existing wallpaper As often the existing wallpaper comes away underneath. Also if the paper is embossed this shape/pattern will show through. So unfortunately the best way is to strip off the existing paper, Possible re line with lining paper, (not always necessary, depends on the state of the wall) and then Hang your new paper.
