You can Pva on top then two coat plaster with multi finish No need to take off If property before 70s could have slight trace of asbestos , which is better to cover up & not scrape off G . Branch plastering
Hi Peter, the best thing is to get a plasterer to over skim it , no need to remove it, Andy
2 choices either unibond over and plaster or get a steam stripper and take it off not a nice job thou

You need to be careful nowadays-Artex used to be made with asbestos so before you start you need to get an asbestos survey...
