If the surface is sound, PVA and then dot and dabbing some plasterboard over and then dry lining or a plaster skim will give a good result. Kind regards Paul

You can Pva on top then two coat plaster with multi finish No need to take off If property before 70s could have slight trace of asbestos , which is better to cover up & not scrape off G . Branch plastering
