Removing rawl plugs

Moved into a new place and one wall is covered in rawl plugs. Most with the screw either snapped off or cut off and still in the plug in the wall. If they are the same as other ones I've managed to remove in the house they will be at least 8cm long screws. What's the best way to get these out with ripping the whole wall apart?

If it's just for decorating purposes you only need to punch them in slightly and fill the holes. A bit of sealer on screws will stop any rust bleeding through. Kind regards Paul
