Hi May, This is hard work and will require a mini digger or rotivator and turf cutter to reduce the labour required. It can be done by hand depending on how small or bad it is. You may also require a skip. You will need to take the top layer of turf off so you can access the soil to enable you to level it all off to the deisred shape, line or height. If your levels are now lower than other areas you may have to add a retaining wall to the edges from brick or timber dependant on the desired look or add more top soil to bring it up. Once all your levels have been achieved and the top soil raked (add some sharp sand to assist with final top layer) you can now lay your turf. Turf should be layed with staggered joints and tampered down. Cut with a serated blade and dges tucked tight to each other. Once layed it should be watered regularly to stop it drying out and shrinking which will expose your edges and look terrble. You will need to keep watering it until it takes root. The turf you purchase should be of good quality and weed free. But the simplest way to answer your question "What is the best way to achieve this?" place a request and awiat a response from up to three landscapers that will quote for this job.
