I have plastered over artex which was done over wallpaper but wouldn't risk it on a ceiling best to remove and as stated best to use a steamer
Best not as lot of pull on the paper as it is Use a steamer to help remove artex Good luck

It has to be stripped back to original ceiling then pva&skimmed

Hi Howard. If the artex on the wallpaper is firm then there should be no reason not to skim on top. Most likely the ceiling and paper were sealed before atexing.
I would board over top , you can't plaster on top of artex if that's on paper , so either strip it all Off or board & plaster Regards Gary
Board over, scrim the joints then two coats thistle board Finnish or Multi Finnish, you might need to put a tight coat of bonding depends on the levels Dave,DC builders
