I can not find my stopcock and have been told that, in case of emergency,I will have to switch off the water via the manhole in the street. Is this correct?

No its not correct, manholes are for drains, I think you mean a "toby" which is the small cast Iron square just outside your property it is marked with a W. there may be others with G or T etc but you need the one with W
