How do i fix a toilet that won't flush

It is set into the wall and the front panel comes off but cannot access the base of the cistern

You need a plumber to remedy the situation! I would not advise any home owner or tenant or anyone to, touch/try and fix, any plumbing work, whether it is Gas, Water or Air! These works should only be undertaken by fully qualified, well experienced, competent persons. JIRELAND PLUMBER
