If the leak is positioned between the water toby and stop valve in your property, the responsibility lies on your local council. Going on experience(s) though, councils may put the responsibility onto the homeowner depending on the circumstances of the leak. Example: exterior work being done in garden or driveway, thus causing the leak, may be seen as the homeowners fault. And so the homeowner will undoubtedly have to foot the bill. I hope this helps.
