Plumber required to plumb in a dishwasher

I am Fife Council Tenant I am struggling in looking for a plumber to install a simple upgrade my piping etc to allow me to plumb in / install a freestanding dishwasher in my kitchen however I have been instructed by my landlord who is Fife Council to meet very strict conditions for permission to be granted for this upgrade to take place and that is that the plumber must hold Public Liability Insurance of no less than £2.5 million and would be willing to supply their policy certificate and also the plumber guarantees to uphold and maintain the works free from all expense for a period of 12 months from the date of installation, thereafter Fife Council will undertake on-going repairs Plus should the contractor fail to respond to an emergency call during the warranty period, you acknowledge that Fife Council may engage an alternative contractor - this action shall not invalidate your guarantee which you need to provide and you understand that you would be charged for the costs incurred by the council. This is a simple plumbing job of which would bring no complications, merely a dishwasher needing plumbing into the cold water and waste supplies to your home.
