Is it possible to insulate a recently installed mineral felt flat roof without affecting the 'dewpoint'?

Yes there are two options neither of which are cheap, either insulate over the top using a PUR board (utilizing the existing roof as a vapour control layer and then re-waterproof). Or you could install an inverted warm roof (insulation over the top of roof) using extruded interlocking insulation boards with a cementitious slab attached to the top.
