It is called ammonium sulphate contamination. The chimney is not properly ventilated, the ammonium sulphate is absorbing condensation and humidity. 1) ventilate the chimney properly 2)if the render does not dry out within a few weeks, it will need replacement with a waterproof render.

So few 'experts' know about ammonium sulphate that you may struggle to find a diagnosis to confirm or discard my advice
