Flat roof problems

I had a flat roof put on my extension in December. It started leaking almost straight away and the company told me it was condensation in the roof. I then noticed the top of the roof had split and cracked and was peeling away. The roofer came back to fix it as a gesture of 'good will' he said. He said that because he had to put the roof on in December in between two days of rain, and the joists got wet, that has caused the roof to 'blow'. I have spoken to building control about this and they say this would not be the cause of the roof failing. I'm looking for an expert to speak to who can help me understand if the roofer is correct or not.
