When re-roofing a detached property where one side of the building is only accessible from neighbours garden, is it necessary to setup scaffolding in the neighbours garden ?

From your discription,it sounds as if scaffolding in your neighbours garden,to access your roof are,will be essential.You must obtain written permission from the property owner.A good idea,is also to take a few photos of the area where the scaffolding is to be erected.Then photos immediately once dismantled.This will cover yourself against any damages claim.
