It seems like to me the lead valley is old and probably cracked needs to be renewed hope this helps
Roof valley gutter problem

On a bungalow roof with a low pitch and 4 long valley gutters would it be common to pack the space between the edge of the cut tiles and the valley gutters with sand & cement, particularly since the valleys are shallow and there is sometimes water penetration during heavy wind & rain? Is this something that could be handled on a DIY basis or does it require an expert?
