Water coming into basement flat through external staircase above

Since recovering (with a mixture of bitumen and ?ceramic tiles) of the external staircase which leads up to the ground floor entrance of my block of flats (Victorian terraced house), water has been coming into my basement flat in the area under the stairs every time it rains. Should I contact a roofer, a damp proofer, or a builder, and can you recommend solutions to recovering the staircase so that it becomes watertight again?

Hi Anna If you are the owner and its freehold and you have buildings cover contact your insurers and they maybe able to arrange for this work to be carried out. if its leasehold then its a bit of a grey area as the stairs are probably communal. so this maybe covered by an agreement on the building to cover work relating to communal areas, properties that have been split into separate dwellings or even purpose built blocks of flats all have agreements that will address the costs of that type of work. you may want to refer to your deeds or lease agreement before you spend any more money.
