Roofer

My dad has had a couple of rats enter into a narrow loft space on a back extension. Rentokil has laid bait for several weeks . They recommended a roofer put mortar and stainless steel runner in the eaves. This was done by a roofer who put very thin roll of stainless steel and odd patches of cement. He also removed an existing tape that was there to prevent birds going in. Now the stainless steel wire is rusting and so loose that any rats can get through. Does any roofer have another suggestion.
