If not then lesson learned as you should have, if he was unwilling to provide this then you shouldn't have used him. As far as getting it sorted most tradesmen will run a mile from a job such as yours as they simply don't know what they'll find hidden and it can be difficult to satisfy a custumer after they had a bad experience. Has the architect inspected the work and condemned it, that would at least be an independent assement
