Repair or re-roof?

My rosemary tile roof needs a good number of tiles replacing and all ridge tiles remortaring. 2 chimney stacks need repointing. Have just had good insulation installed in attic and boarded it out for storage only. No plans for using as living accommodation. No membrane under tiles - only sealed on the underside with blackash mortar which is all falling off. Do I need the whole roof removing, membrane put down and re-tiling? Or is a substantial passage of air fine because ceilings are well insulated? Either way I'll need scaffolding. Would I save much by simply repairing?

hi there peter it would be cheaper in the long run to felt and batten the whole roof and do the ridge tiles etc ,ben mbc roofing
