Torch on felt repair for leak in roof?

Hi, I had a repair done on my roof years and years ago to stop a leak that developed in heavy rain - worked well. Recently tiny leak has appeared in bathroom ceiling thru plaster crack so think repair needs re doing. Was a torch on felt patch on outside of roof. I would also need some felt replacing further along that part of roof behind guttering where it has started to perish and a fascia boad fitted (current guttering to remain). About 20 feet of fascia. I have already paid out 500 for 2 1/2 - 3 hours work (1 man) to have some felt replaced under tiles on roof (were a couple of holes in the felt) but didn't stop leak. Any idea how much the work I have mentioned should be/is it feasible and how long it should take to do please? Any help welcomed. Thank you.
