Better to felt or re-render the firewall?

Hi, I am in a debate with the other freeholders as to how best to repair the cracked render to the firewalls of our converted Victorian house. One end has been capped in lead by the neighbour, the other is letting in water to the top flat but the other neighbour says his side is fine (so wants nothing to do with the repairs). One of the freeholders has been given a price to felt over the render (I assume as you would a felt covered flat roof). My belief is that hacking off and replacing the render is the better solution. Forgetting cost and even aesthetics, and with the knowledge that only our side can be tackled, which of the two methods is functionally preferrable (and why - I need to be able to justify my position if it remains the same, or be convinced otherwise if my position is to change!)
