How can I get independent advice about the need to replace our roof?

Some damp patches have recently appeared on the interior attic walls, after spell of wet and windy weather. I surveyor noted some cracked and missing tiles when we moved in 2 and a half years ago. We had a roofer make some repairs over a year ago. I understand it is often better to replace the roof rather than rely on repairs but is there anything else we need to consider before going ahead with this?
