Roof access to 3 storey building

In the recent heavy rain there has been some slight leaking around the window head in one of the top floor rooms of my property. I suspect this may have seeped through the the wooden fascia which looks in poor condition, however I can't discount that there could be a problem with the felt flat roof. To inspect the fascia and roof I will need access to inspect the fascia close up however my property is 3 storeys high (about 8.4m). How can I get access to inspect the problem? Would a 'portable' scaffold tower be suitable or would I need a scaffolder to erect scaffolding to the full frontage? There is soft-landscaping beneath the elevation in question - is this likely to be an issue? Presuming I instruct the work fairly soon after the initial inspection is it likely to be economic to have a full scaffold installed anyway?
