Warm roof insulation with rockwool touching the felt

Hello. I'm loking to insulate an old timber frame extension to my house which has a warm roof construction no loft. I pulled the plaster board off the ceiling to find i have a thin layer of rockwool between the felt and the rafters held down by the tile battens. I was going to half fill with celeotex pir leaving a 50mm gap to the felt, but dont know if i can do this now. I cant remove the rockwool easily. Whats the best way forward. Thanks.
