Job dissatisfaction

I used your trade man 2 months ago to fix a leaking roof. 4 days later, it rained again and the leak was still there even worse . I made several attempt to reach him but he would not return my calls or email. I eventually got to speak with him and he promised to come the next day which he didn't show up and would not return my calls either. When the leak got worse I had to hire another person to fix the leak at a cost higher than initial. How can I claim my money back from this quack roofer pls
