Roofer will not remove scaffolding

A roofer has left scaffolding on the side of my house for 4 months but has not fixed my roof, he has not replied to any of my messages since July (my roof is leaking!). I have found a new roofer willing to do the work for me next week but I don't know where I stand if he uses the scaffolding that s already there- could I get charged by the previous roofer (who hasn't done any work)?

Of course not! If he is playing you around and your property is in danger get the other company to complete the work and remove the scaffold.
