Should a new roof fit last only 9 months before failing?

I had a new roof fit done by W.F Roofing last September, it has since failed letting in water, i contacted W.F Roofing by telephone & recorded letter only to be ignored, is this what customers have to put up with, i have since had several others inspect the work done & the faults found are disgusting. Is there a body i can complain to other than trading standards or lawyers?
