Persistent leak to one side of skylight in flat roof

Every time it rains one side of skylight in flat roof leaks constantly. Had a new flat roof fitted less than a year ago and skylight bolted down. Three different roofers have come to repair/make water tight skylight but nothing has worked. The skylight is still leaking on one side and getting worse. Can anyone make suggestion as to what correct repair should be please?
