I would recommend fibre glass 3 layer system for walking on. It will set well if apply correctly with the right amount of harder ( in dry conditions ) 25 year guarantee.

I have a balcony over my garage. It is leaking water. To replace it I am told felt might not wear well but that fibre glass might not set well in winter and would also be slippy when wet. Someone else advised bitumen.
What is best ?
