New Flat Roofing Query

What are the consequences of putting new OSB boards onto an old felt roof with rotten boards underneath? If an existing gutter is present near to an existing drip edge, is it reasonable for the water to flow from the new roof behind the gutter onto another flat roof? If you’re changing the flow of the roof towards an edge, would you put an upstand on this edge causing water to sit on the flat roof? Thank you for taking the time to read and respond.

Hi Steve the old boards should be removed as they are no longer structurally sound and will hold moisture in the roof possibly causing further decay. A fall should be built into the roof so water doesn't sit permanently, a gutter should be in place to take away the water there should not be an upstand to prevent it. Ed
