Bathroom pull cord leaking

There is water dripping from my bathroom light pull cord. It’s been raining heavily all night. My husband has been in the loft and it looks dry in there. Are we safe to be in the house/used the electrics/light? No idea who to get to look at it. Roofer?electrician? My husband seems to think it may have something to do with the gutter having material in it. Looks like grass growing out of it from the garden. We do t have a big enough ladder to look/clean it out. It’s been there over a year

Don’t see how blocked gutter could make water come through light fitting in ceiling must have broken tile or slate on roof . Blocked gutter would overflow outside building not inside
